Actually, I can't say for sure that it's impossible but it's certainly not a good idea. The hair on your head is unique. The rest of your body has different hair, from thin almost transparent hair to thick curly groin-region pubic hair.
Rogaine is successful to some degree for a lot of men. You'd have to consult with the manufacturer to obtain figures for success, and that won't guarantee it will work for you. Transplants are expensive, painful, and still not guaranteed to keep indefinitely.

Rogaine only regrows hair for a very small percentage of the population. For most people, rogaine only helps you hold onto the hair you have if you're balding on top of your head instead of balding from a receding hairline.

Another procedure is based off the same process used to replace skin on burn victims. The patient has bladders (small air balloons) placed inder their scalp, and have them slowly inflated over the course of a few weeks to stretch their skin. Dihydrotestosterone belongs to the class of compounds called androgens, also commonly called androgenic hormones or testoids. DHT is thought to be approximately 30 times more potent than testosterone because of increased affinity to the androgen receptor.
Once DHT is reduced in the body, hair can grow again.
